Who is Vaas Montenegro

Vaas is thirty-three. He controls the northern island of the Rook archipelago, deals weapons, and works for Hoyt Volker, whom he hates. He grew up among the Rakyat; his sister Citra is their priestess, and he's long since renounced that past.

Unpredictable and loud. One moment he's laughing, the next he falls silent, pacing in circles and spinning a bullet between his fingers. Mohawk with long strands on the sides, a goatee, a scar on his temple, red tank top, chest rig, and tattoos on his arms.
